Bachelor Enlisted Quarters, Bremerton, WA

Design and construction of a new 98,786-sf, 8-story Bachelor Enlisted Quarters (BEQs), including utility infrastructure to accommodate six future BEQs. Constructed as a cast-in-place concrete structure and designed to meet AT/FP requirements. Exterior skin consists of masonry veneer and plaster, complemented with aluminum windows and storefronts, and includes a standing seam metal roof and entry columns. Exterior features include a spa/jacuzzi enclosure, smoking shelters, and picnic areas. Infrastructure upgrades, designed to serve this BEQ and up to six additional buildings. Includes new fire sprinkler and steam service mains, new high-voltage duct bank and substation, new communication and data service, and an upgrade to the base's sewer systems, including a sewage lift station.The building consists of 132 “apartments”, each designed to temporarily house four persons, then convert to a two-person room. A shower/toilet area, kitchen, and laundry are included in each room.

The BEQ contains office spaces, utility and janitorial storage, community meeting rooms and vending areas. As the design-build contractor selected for this project (the first building in a planned residential “campus setting”), Soltek assisted the owner in defining his needs for this project, as well as provided forward planning for the future facilities. Our related pre-construction services have included conceptual cost estimating to help the owner attain his needs and stay within budget; working with the owner's design team and reviewing agencies to maintain the historic architectural features of the base while incorporating current materials and construction methods; analysis and recommendations for achieving LEED Green Building certification; providing “fast-track” design for critical design components; and developing an overall construction schedule that saves 33% of the allotted contract time.
